Saida Mirziyoyeva was born on November 4, 1984 in Kokan. At the age of 18, he entered the University of World Economy and Diplomacy, and in 2006 he received a bachelor's degree in international law.

With the presidential decree signed in June 2019, serious demands were placed on the press services of all state bodies, the reputation of press secretaries was raised, and they were equaled to the deputy head of the organization.
